[QOL] Optional alert noise on incoming radio chatter, assignable per frequency

Problem:
Overhead messages and speak sounds are great. I enjoy them both and have a significantly easier time communicating. But sometimes radio messages can still get missed in a flurry of text or while distracted

Suggestion:
A quality of life change. Allow players to assign a radio themed alert noise (for example a staticy boop) to a desired channel to deliver an audible cue when a message is received.

Suggestion details:
-Assignable to one or more frequencies
—ex. Assign the noise to the command channel but not public radio so that you are alerted of command radio chatter but not public spam 
-Multiple sound options
—just to give some variety. Maybe you’re an AI and want sec channels to play one noise and medbay to play another
-tied to the player’s profile not to their headset
—allow players to maintain their preferences between rounds
—don’t need to worry about reconfiguring it when you get a different headset

This suggestion is designed to further improve the players’ abilities to keep up with the games flow of chat. I believe that players both new and old could benefit from this.

As an addendum, a nice trigger for this would also be when your character's name is spoken over the radio
