Even if you make artcells more rare, you're still gonna bump into the issue sooner or later where a borg just becomes a demigod after receiving an artcell because shields are busted.
Shields need a counter or a re-tuning. One idea could be that the shields drain a percentage of max power rather than a flat amount.
