Minor Surgery steps sometimes bug out

In some situations, organs do not seem to register that we're on the proper surgical step for dropping them into the patient. This leads to the doctor trying to feed the organ to the patient instead of dropping them in.

I confirmed that it was a bug (rather than operator error) by handing the organ to the patient and asking them to insert it themselves. They did so with no problems. I've seen this happen with lungs, kidneys, and intestines.

Can you describe the exact steps needed to recreate this bug?

Not yet, it seems inconsistent. Another person reported it might have to do with oversuits, but I haven't confirmed it yet. I'll report back if I narrow it down.
