[Feature] Sleeper Agent Event

Sleeper Agent Event

- Adds Event that plays a spooky noise to all players tuned in to the general frequency [145/9]

- between 0 and 2 players are then chosen to be awakened as hard mode sleeper agents as a result of the noise

NOTE TO MERGER:
Uses old 2016 sound methods that don't respect client sound preferences. This will have to be updated in porting.

i feel this is a good addition since unlike the intruder event, it adds a crewmember antag and also induces paranoia and fear among the crew instead of giving the crew an opponent directly. +1

The sound clip is way too long and obnoxious in my opinion. It would be much better if it was just a short sound effect.

Other than that this would be a fantastic addition.
