Make the teleport gun available to all of science.

I feel that the teleport gun is an incredibly fun and creative item, but is severely and unnecessarily limited by the fact that it's restricted to the RD only. Making it available to scientists would let this wonderful item get a lot more use than it normally does.

This would be a fun change. RD has a lot of access to poison bottles, the syringe gun, and teleport gun that all make sense for scientists as well while the scientist gets sonic grenades as it's unique traitor item. Giving the scientist job access to some of these unique items is a step in the right direction.
