Minor Slow metabolism infinitely halves chemicals in your bloodstream

When you have slow metabolism, the last tick for any chems in your bloodstream is halved, meaning that 0.4 units of a chem about to disappear becomes 0.2, then 0.1, then 0.05, so on, so forth, until obscenely small floats start showing.

This is an extremely unfun bug, Getting sleepy penned means you will be passing out for about .5 seconds every other second, for the rest of the round.

changed some values to make my already existing fix more aggressive, let me know if this persists
