Minor Spy flash isn't good for limb removals anymore

With the flash rework, the flash doesn't actually stun someone allowing you to remove their arm/leg with your PDA.

Thus, this makes giving spies a flash to begin with... rather useless.

Flashes stun like they used to based on stamina now. Every flash reduces stamina, and if it gets below a certain threshold it does the old-style stun. In short: flash them twice.
