Make Engineer Module less shit on Oshan

The module is just fine on other stations, but cyborgs can't check for hot spots, dig up holes, or lay down the proper wires, making the job impossible for them.

It's pretty shit when you choose the module to compensate for the lack of engineers and find out you compensate for squat.

Just adding an underwater engineering module with appropriate stuff seems to be the easiest way to deal with this.
