Critical Fabricators start without any materials.

Recently, fabricators have spawned with no materials at ALL. And this isn't exclusive to any department, every single fabricator on at least Oshan Laboratory spawns without any materials.

Making miners more important is one thing, but this is a bit extreme. (Joking, I HIGHLY doubt this is a feature)

Can confirm this, I spent an RP round as cap trying to fine at least one fabricator with mats to no avail.

Not looked into, but my expectation is that the way the supplies are spawned in on creation isn't sync-ing up correctly. Would also explain this. It's likely this is common on Oshan due to the higher load required to generate the Oshan map(s).
