[FEATURE/BUGFIX] Implements a two second cooldown for the pathogen manipulator

You know how, currently, you can shit out an extremely virulent and highly lethal pathogen in about five minutes?

This patch addresses that problem.

By implementing a 20 decisecond delay between the initialization and completion of a pathogen stat adjustment, we significantly slow down mutation rates, thereby eliminating "spam maliciousness and mutativeness and kill everyone" as a viable strategy while simultaneously preserving the manipulator's utility for non-abusive usage.

What you'll experience once the patch is implemented:
  1. You click an arrow to increase or decrease a stat's value
  2. The green READY indicator will go dark
  3. The yellow RAD indicator will light up for two seconds
  4. During those two seconds, the manipulator will not accept any further stat change inputs
  5. After the two seconds are up, the RAD indicator will turn off
  6. The green READY indicator will light up
  7. The machine is now ready to irradiate the sample again.
Please note that you cannot queue up multiple stat changes in a single delay period since this would completely defeat the purpose of the patch.

Oh, nice.

Were there any changes to the stat modification or is it still the same general values?

This is a good idea. Let's see how effective it is to delay pathogen misuse.

If it's not taking effect then pathogen destruction will make a return.
