ID tracker from surplus crate not working

I've summoned a surplus crate that had an ID tracker in it twice now, once right at the beginning at the round. Both times I had assassination targets, and both times when clicked on it has made a buzzing sound and not turned on.

Chances are 50/50 that its a bug/ Im an idiot and did something wrong.

its quite an old bug,from what i understand is that when you order a ID tracker from your pda the pda gives the id tracker the list of people it needs to notice and pinpoint them.
but from the surplus crate it's not doing it because it comes in a crate and it wont be getting any special orders.
at least thats how i understand it,it might be alot more then this but i dont know alot about these sorta stuff

I got three ID trackers in a crate once. It sucks, but it's common.

Okay, ID trackers should track your targets now.
You know, if you actually have any targets to track. If you don't have anyone to assassinate, they're still pretty useless. I guess that's why this is the surplus crate and not the Guaranteed Great Deal crate.
