There was a person using a cloaking device on the emergency shuttle after it launched, I was wearing thermals and they didn't do anything to detect them. I guess it's because thermals don't work on that z-level?

Yeah, that's not a bug, it's a feature, all advanced sight is turned off for living mobs on any z-levels that are neither the station nor the debris field.
It's not like it matters super much at that point, so oh well!
