what i mean by this is how you should be able to play as the mutant critter that you turn into when your genetic stability goes too low
all you'd be able to do is slither around and gurgle at people

I thought getting cronenburged and losing your chance to be active in the round was just standard punishment for getting greedy/being stupid with genetics.

Well, it really only takes once or twice for people to only ever do it on purpose. If it got implemented I'd rather see them be unable to attack, though. Basically a meatcube that can't push and is vulnerable (super low health) to normal damage.
Beyond that I don't really have an opinion since I don't play geneticist. It might cause trouble for people who use reinforced mutation as a traitor, but I dunno. Those people might even like it more.
