Santa spawning bugged

At least 10 Santa's spawn, and sometimes not even one of them moves. And because it's limited to 1 Santa, nobody can become him later.
How to reproduce:
1. Make christmas cheer go to 100% with no dead people
2. A bunch of Santa's will spawn, doing nothing.

1. Make sure there is someone dead
2. Make christmas cheer go to 100%
3. A bunch of Santa's will spawn, only 1 moving.
