Custom small battery cells always empty

When you make a custom small battery at the workbench next to the smelter, the maximum capacity always seems to be 0. I tried both plasma and cerenkite. That is, they started of as 0/0PU, making them useless for guns.

I believe you need to mix something conductive with them like gold or pharosium.
