Both of these are a big annoyance that never seem to do the job they were originally intended to do. Riot Launchers seem only to be used by traitors with explosive rounds or people trying to mess with security. And I often see flashers stolen and put out into the hallways. Most of the time both of these don't benefit security at all but actually put them at a disadvantage. So I propose that they're either removed or or moved into the armory.

I've never seen flashers put in halls, but I've definitely seen them down people who don't belong in Sec that try to sprint in whenever Security opens the door.
While I agree that riot launchers aren't used too often, I think that's more because the shitty "Let's all break into security GRAY TIDE" thing has been cracked down on, so there aren't really any riots.

Riot Launchers. They have their uses but I mostly just see them used by new sec to annoy people, only to have them stolen by a staff assistant who uses it to annoy people. I'd have a better opinion of them if you could fire flashbangs and fire suppressant grenades which exploded on impact. That'd be neat. Regardless, keeping these in the armory wouldn't be a bad idea since we have all these HoS now.
Flashers. The problem being, as you said, that they get stolen (often by the cap or hop) and put into hallways because they think it's cute... at least until the ling makes the area into it's feeding ground, starting with them. Mmm. Delicious. Uhm. Anyways. Maybe make them permanent fixtures? You know, where they can't be moved? We could have one in the sec entrance and another somewhere around the brig, like is usually done. Then you could just toggle them on an off as usual.

Yes this should be moved to suggestions, but anyway.
I say they should get moved to armory, but get more options for ammo.
Imagine riot launcher ammo that works like shock grenades, stunning a group of grey shirts or syndicates by shooting electricity everywhere in a specific range. Also napalm ammo for blobs.
Just give the HOS more cool fun ammo to shoot at things.

For the love of god yes remove Riot Launchers. In the time since they have been added I have never seen them used in any other way other then to annoy security officers and if your unlucky enough to not have a gas mask or breath mask then you can pass out from the smoke and have your game lock up for 10 secs and by then who knows what the fucking is happening. Flashers I think can stay but I would like them to be limited to one instead of two. One tends to get the job done while having two up seems to be a hindrance to the detective.
The Riot Launcher is shit though for real.

I like the flashers personally, not having to deal with as many wily assistants with my terrible aim is nice. They're easy enough to disable anyway.
Riot launchers are more annoying, given that there really isn't any good situations that a big fucking cloud of smoke helps security. Antags are almost always solo forces, so the smoke just obscures sec from each other and raises chaos. That said, they are still important to keep available precisely for traitors who want to launch HE grenades around. Stuffing them in the armory doesn't feel like a good solution.
Perhaps removing the smoke grenades and replacing them with some other ammo types is the better option. Glue grenades that make sticky floors or bind up targets. Dye grenades for indelibly marking targets. Fireworks grenades for celebrating a crimer receiving just punishment. Magnet grenades for immobilizing rogue borgs or something. Sec could always stand to be more fun.

I feel like at least 80% of the hate for Riot Launchers is due to the crash bug, which, imo is not a good reason to remove/restrict them instead of just fixing the bug.

Riot launchers would be better if the default load was pepper foam instead of what it is now.

I personally like the "shoot flashbangs out of the riot launcher" idea better than pepper spray.

I rarely see flashers stolen and placed in halls outside of traitor rounds. Mostly I see them used defensively, and they work wonders as a seawall against the grey tide. Sec is easy enough to get into as is by following someone in. Removing the most useful tool to prevent piggybacking would just make it worse.
I and a few others suggested it before but nothing came of it, but we should have a larger variety of actually useful 40mm ammo. I think the default smoke shells be replaced with pepper with smoke shells being available elsewhere. Another thing to make them more useful is utility shells including firefighting, metal foam, flashbang, cleaner, etc so that it has some major utility beyond crowd control. It could give sec a major tool to function as first responders to a variety of situations and also give them an extremely powerful nonlethal weapon in the form of a flashbang launcher to combat extremely robust antagonists. I also think that if it gets these upgrades it should be moved into the armory along with the ammo, but not in an armory locker, just on a table like the traq rifle and crowd dispersal grenades.
Also THC shells with a comical green cloud of smoke from hacked manufacturers to hotbox the shuttle with.

Am I the only security officer that uses the riot launcher just as double insurance against someone you know that's armed?
That coughing has saved (and crutched for) my butt against a lot of cyalumes.

I've used it to disarm a guy breaking into security before firing my taser down the hall I knew he was in. I was able to walk in, drag him out of the smoke, and cuff him with no problems. I think the biggest problem is that people don't bother to use 'em right.
