The risk reward seems pretty balanced to me. But it could use some work. Those were just the items I could think of too, imagine what else you purchase!

I also like the black market idea, but some of the items could use some balancing. 10 wendigoes/yetis/bears pretty much spells near-certain death for the station, 20-30 space wasps isn't as bad but is still really bad, 10 macrobomb implants is absolutely fucking insane if you plant them all into one person, a minigun with unlimited ammo doesn't make very much sense, etc. etc.
I'm loving the overall concept, though. With a bit of tweaking and adjustments to the specific items, this could be a really cool feature.
Maybe a gun that shoots credits. Bigger bills = more power (impact force and damage) but obviously costs more. You can either shoot anything from 1 credit annoyances that do no damage to 100,000 credit rounds that knock them around like the Riot Shotgun, but with a longer firing delay the more powerful the shots.
Finally, surgery to remove bullets would prove valuable!

It's a zippo lighter like any other, only with the (slightly reduced?) functionality of a flamethrower. It also doesn't require any air mixture to function. Initially comes loaded with welding fuel, but can be refilled with anything you like. Unfortunately due to its tiny size the lighter has reduced space for whatever pyrotechnic chemicals you can muster up, but it's the price you pay for a flamethrower that fits in your pocket!
Attempt to light a cigarette with this and you go up like the fourth of July

if this was added, you should be able to combine that, a pack of syndicools, and a sleepy pen for something similar to this

A dastardly tracking beacon that always shows up on the teleporter computer as what the user wants it to, even going as far as to override any legitimate beacons in the designated area. Thus you can set it to "medbay" but throw the thing into an asteroid full of fermids and no one will know the difference. At least until it's too late.

Sounds awesome. Cost might be a little high as the beacons are rather niche these days (as far as I know..?) I disagree with Dr_Bee for the record, there are certainly situations where you might want one or the other but not both.
Works exactly like the helmet cam except it can be implanted into someone/something. Watch their every move on your brand new little portable TV (Included in package!)
Is a pesky and robust HoS roaming the station? Just check your little TV to make sure he's out far away beating clowns before you stab this guy with your c-saber!
