Make Medical/Biological Research a department

Now that anyone with Medbay access can use the cloner it feels like it might be time to start forming up the biological/medical equivalent of the research wing - a single job with a lot of fun, sciency options at your fingertips. Genetics and Pathology already fit under this umbrella and it would be easy enough to add more to that. Experimental drugs... xenobiology... there are a ton of options out there that would be able to flesh it out into a full fledged department.

Genetics is already practically closed to the public, and that's with their offices being off one of the departments with the highest foot traffic in the game.
