it would make surgery on someone with an implant a little less frustrating, and would probably make mindslaves getting shot a less horrific thing to have happen to a traitor. it doesn't seem like it would be that hard of a change.

If that's the fix then make it so health scanners COUNT the amount of foreign objects.
And of course make it so the order in which you remove them is most recent to least recent.

Heath scanners should tell you X foreign objects detected in subject. And perhaps a list can come up with what to remove for more precision, rather than just blasting out the implant first thing every time.
