Make glass windows unstackable when you build them

This is to keep assholes from putting 50 reinforced windows on a single door, making it even more irritating to deal with than an rwall.

Just have it return the message "There's already a window there!"

Doing this also makes silicate completely and utterly obsolete since you can just build another window instead of reinforcing the one that's already there.

Yes, the max you should be able to build on a single tile is the 4 cardinal directions and 1 full tile pane.

just add a cooldown. the only reason we don't see people stacking regular walls isn't that they can't, it's because it would take forever
