Dreaming could be a fun, emergent new mechanic that enriches the silent black void of unconsciousness. Whether sleeping in, sleepy-penned, cloning, or comatose, you're transported to a collective, VR-like dream world to kill time. This dream is populated by any other dreaming players, and everyone takes the form of something random. Die or shake yourself to wake up.

It's something to do during the often lengthy downtime of KO's. Also opens the way for other new features you can imagine...
Lucid dreaming trait: Enter dreams at will, choose your form, etc.
Narcolepsy: Causes sudden dreaming.
Nightmares: Withdrawal from drugs gives dreams some negative quality.
Sleepwalking: Movements in the dream-world register in the awake-world too.
The Dreamwalker, a new antagonist or item: Can teleport yourself into dream-world through an unconscious person, and exit through another dreamer to their sleeping body.
The thing with this is that you cant really randomly generate this kind of thing in byond, and it would get old very quickly if there were just a few preset dreams.
this could lead to some cool inception stuff, but the main problem is that now whenever you're sleepypenned/in general trouble you can just dream and tell people who's doing it
I don't really like the sound of this because if there are shared dreams it will lead to "HEY EVERYONE ASLEEP, JOHN JOHNSON SPIT ACID AT ME IN THE HALLWAY" and stuff like that.
however I really do like the idea of a Freddy antagonist that can only harm you when you're asleep/unconscious. Maybe he can spread a sleeping disease and the only thing that wards it off temporarily is pain or caffeine or something.

I think you should read it again. The "randomization" is from other players. There isn't anything preset.
I think this idea sounds cool. Make it so you can't speak in the dream world and instead force people to interact directly though their forms.
I think it'd be interesting if you just "possessed" a random object or critter and could shamble around being that thing.
"I had a dream that I was a bucket and I had a tea party with a space bear!!"
Since not a lot of people would be dreaming at a time, it could just be a little "dream forest" area that's set up similarly to the owlry: dark, mysterious, and the wall setup makes it look bigger than its playable area
I like it too, despite how unnecessary the idea is.
Make it a section of Z-level with a few different dream zones they are randomly placed in, with a form thematic to that zone. Make all speech get changed to random phrases that are also thematic to the dream zone to prevent metagaming.
Let people dream they're bees in a beehive at the very least, especially considering the lore behind station crew secretly being beepeople clone hybrids or some such thing.

Everything he suggested is possible on byond. Why would you think it wasn't?
(also lucid dreaming doesn't mean you have control over your dreams, for the sake of accuracy, though it does increase the chances of you being able to control/affect your dreams, it just means that you're aware that you're dreaming. It's a negative thing for most people that have it.)
