You know what would be an interesting clown item? A long, multicolored cloth rope that the clown can tie to objects and place in his pocket, so when Security Officers frisk him they have to keep pulling it out over and over until it's gone.

If people are gonna use it as a traitor item then it could probably just be a clownesque traitor item.
Otherwise as a innocent clown gag to mess with security it's perfectly fine without the murder and trip dudes features.
Also on that note maybe clown could also get a spring snake he or she can put into boxes or book bags that immediately jump out when people look inside.
