I've actually asked about this before and was told that it's because bees are animated and it'd be a pain to do all the little animated hat sprites. Bees bob up and down and dance, remember.

actually, I think they just need to add the sprite to the bee. If I remember correctly, admins have some sort of thing that makes things bob up and down like bees. I remember admins doing that sort of thing to some poor staff assistant.
