[suggestion] new console chemrequest idea & Chemicals sell in shipping market.

Chemrequest console 
- scan ID and request the chem and set wanted amount ,  additional detail.
- Chem request got notification to Scientist PDA
- chemist scan ID and decide to accept or Denial with reason and send notification to PDA of customer
- Chemist make chem and go to chemical dispenser scan ID select The request and set price then put chem on it.
- Customer come to buy them from chemical dispenser which can be found medical booth , front of chemistry lab , market , kitchen , engineer.but the people who can buy is the one who request.
- If chemist just want to sell anychem without ID specific. Chemist just not select one of request in list.
What difference from normal chem request?
1.Get notification via PDA so chemist did need to check console everytime like QM which has notification to QM and customer.
2.Chemist get some profit for the chemical make economic more active
3.make chemical dispenser can be profitable make scientist has some way to make money.
4. Make more mechanic in chemical request-dispense which is rarely use.
May be make this like rockbox but it chembox instead.

Reason
1.Make more way to make money and make chemistry more active with QM not include Chemistry but also Pharmacist , bartender.
Con
1.possible way to overpower spam chem for make money and destroy economic system.(can be fix by make sure not make the selling price is not too much)

A chems app like the crystal bazaar could be cool with a handful of bounties every round. I know that there's already some chem requisitions that come to cargo, but if there was some motivator at roundstart like the crystal bazaar app is for toxins it could help encourage scientists to be in chemistry to begin with and up the chances of both cargo reqs and medical chem orders actually having someone IN chem to fulfill them. Just a thought
