Identity should be bound to the head

When your face melts off you become unknown, it makes sense that swapping your head with another person gives you their identity, name, voice etc.

Seems sensible and logical to me, though I reckon a rare case scenario.

add onto that if you're not wearing anything to obscure your body (like a spacesuit), your examine text has a message along the lines of "their head doesn't seem to match the rest of their body!!!" similar to wearing the wrong ID without hiding your face ("Yet it doesn't seem to be that person!!!")

I have done a head transplant to monkey clone someone before and it is weird when I put a player's head on the monkey, they have their head but their name and voice changed to the monkey's name instead. I think the head should keep their name but maybe their blood still have the body dna? Idk.
