Currently sec holds significant advantages against almost every single antag in the game. Giving them a portable tool that makes it even easier to detect hidden items is a bad idea.

Straight up a no.
Security scanners are already a hassle to actively avoid as an antag. Security does not need portable tools to acively validhunt people. Beyond that, antags already need so much preparation to avoid all that bullshit sec can throw at them, giving sec a quick way to check on antags in preparation would be a desaster for almost any more elaborate shenanigans. Checking backpacks should be a deep time sink you cannot do on the fly. Anything else would be harmfull to antags ability to drive a round. I can see some merit for something that is stationary within brig.

I think a submenu inside of the inventory menu for looking inside of slots would be best, spend x amount of times opening up a submenu to see whats inside of backpack/a pocket, and now with it open you can directly see its contents and take stuff directly out of the it but it takes less time to do so to compensate for the time it took you to open the submenu.

It doesn't really affect balance at all because if someone is getting put into it in the middle of sec, they're definitely already apprehended, so it's just a total boon to improving the notoriously annoying/bad brig processing experience. Less work for security, prisoners get in/out faster, everyone wins without it rocking the boat and getting nerfed to uselessness. Thanks. I think so too. Anything to speed up the processing helps alot. Just into a device the suspect gets put to scan items for contraband and ping: It says if they have some or not. Skips searching and all that stuff. Also it's not a gate either, it's litterly a device like a "Sleeper Pod" functionality you have to put them in. So there is still some steps inbetween as a step scanner/gate would be too strong. But a big device someone has to be put into for a quick scan? Sure. Anyhow...no hand scanners, I am fine with a scanning device in security itself that CANNOT MOVE!

As long as they're not the metal detectors, it feels like something that could save time.
Take someone, put them in the machine, it checks everything and everything that's not meant to be a stealth item is taken. Rewards security for searching themselves since it would miss things like Sleepy Pens.

Having an item limited to security is probably the best way to do this yeah. Just make processing much easier and not have fuckery with looking into backpacks available to everyone with ease.

On classic after the antag is apprehended there is nothing to stop sec from just using the items themselves, or if they are bigger jerks just throwing it in the grinder. This is before we get into the absolute shit show valid hunting would become with an item that lets you just search a backpack with a single click instantly. Then we have possible irl comparisons to the ever encroaching surveillance state and all of the complaints and ahelps that will bring for rule4 violations that come alongside with it. It is a bad idea to give a portable harassment machine to security. It is going to just breed even more resentment towards the department and give them a leg up that they quite frankly do not need.
I think stationary/takes time and is public would work well, however making it portable and something sec offs can do privately seems like a terrible idea that would just fuck over so many new antags and not be fun to fight against.
