Its not hard to make 100k within ten minutes. Yeah sure its pricey but its nothing particularly too expensive. Or hell, dont want to spend the cash? Toss a monkey at one elsewhere in the station, drag the vendochimp to qm, and prop it up there.

All that seems especially tiresome for what one might want to accomplish.

And for what reason? So that engineering nerds don't lag the server on purpose? So QM has to backtrack through the whole station for every monkey and hack into the kitchen or hack into genetics...or hack into research?

If these three department can get easy access to lots of monkeys to play around with - a legitimate business being founded on monkey-organs shouldn't take a step back because of nerdy engineering inhabitants!

It is not hard.

I just think it is not necessary for a department to have to put in so much extra effort for easy access to monkeys.
If you wanna make it hard for engineering don't just limit the QMs ability to make money.
