Allow the flash animation to be toggled on

Right now there's no indication besides a sound and a chat message that doesn't appear with the area flash that you're being flashed, at least that I can tell.  If someone's spamming area flashes there's not much you can actually do to tell you're being flashed until you get stunned.

would be Cool if the flash effects (both radial and targeted) were changed to smaller special-attack style flashes over your characters instead of a screenwide bright epilepsy thing - would help to demonstrate your targets + the range of your attack, all the while not requiring a toggle for photosensitive players where they miss out on some info.

there was a previous thread with some flash ideas. dont remember where but theres maybe some good stuff there
