[Feature]: Captain's Sabre Job Reward

Adds a cool sword that the captain can get with a job reward. (Requires 0 levels cuz the cap can't gain XP). You have to trade your egun away to get it, it's sort of like a katana but much weaker. It's better than stuff you would find on the ground but worse than traitor weapons. It has the mop special attack, where it can hit two tiles in front of you. It's worse than the egun I think, but it's more about style than it is about Being Good. Like "I don't need a gun, I have a cool sword!"

it's green by default and turns blue if you're wearing it on your belt while you claim the NTSO uniform reward. red current unobtainable but could be used in the future

new nukeop commander sword added to main post, slightly better than cap sword in terms of damage, has a decent but not amazing chance to de-limb if you hit a limb, spawns in the hands of the nukeop commanders for Free
