Screw Sec outfit lockers, Let's get Vendors instead!

Security outfit lockers should be replaced with a single vendor that can dispense outfits and hats.  They should have several copies of each so that if more than one person wants to be Officer or Constable dumbass, they can.

Vendors should be Sec access only to prevent random people from disguising as an officer, which is a rare but potential problem with current lockers.

I like the lockers because stowaways can spawn in them and dress like officers.

I don't see this as a problem really, cause most people don't trust you if you're not wearing an armor vest, which are locked behind access.

I've had a lot of fun rounds dressing up as an officer as miscreant and demanding "fines". would not like to see that locked away behind id stuff
