Put a cap on the size of newsmoke clouds

Per mbc in bug reports it's not actually an infinite smoke bug, you can just make smoke clouds large enough to cover the entire station.  I'm of the opinion that this is silly.  Oldsmoke is capped, IIRC, so newsmoke should be as well.
