Let people ready up as NTSOs

NTSO is a fun job and I'd like to ready up as it more often, especially in high pop, instead of only latejoining as it.

idk, im only kinda against this? i view ntso as like, a "arrives for their shift 10mins in and WHY IS THE STATION ON FIRE"
like, its sorta more fun as a latejoin role? you can have more fun with roleplaying it at least, i feel

I agree with Adhara on this. It's NT sending backup, not a primary job. Moreover, it being latejoin helps avoid there being too much stacked against antagonists at roundstart.

seconding (fourthing?) hara, the NTSO being an emergency response unit is really cool and having it be a latejoin role is a good way to reflect that

As much as I enjoy NTSO I would have to say no because I always see NTSO as a consolation job for HoSes that want to be HoS but the job is already taken.
