I feel that the synthetics need a private place to communicate with one another. Privacy is important for synthetics so they can discuss their laws. A lot of the time those laws can require secrecy. It's pretty likely that a random crew will implant one of these, they're not expensive or difficult to get. It's not uncommon for machine talk to turn into monkey myspace.

Maybe have the borgchat be encrypted and unreadable to people with implants, but implanted people can send messages to the borgchat, and the borgs can send unencrypted messages to specific implanted people, or intentionally send messages that are readable to humans.

I quite like Super's idea. Borg chat should, by default, be encrypted, but by adding a special modifier (such as typing :s; or something) would make it unencrypted. Keeps the chat secret and all - rogue AIs aren't particularly dangerous when their plans are immediately thwarted.
