Inspired by a Discord bot command, this patch adds a new "owo" accent and mutation into the game. Replaces the letters "r" and "l" with the letter "w", and adds stuff onto the beginning and ends of sentences.
Generally the farthest I've ever gone into doing code stuff, and my first patch. Excuse any jankiness that might be present.

Edit: Uh, guys, I meant I disapproved making it a trait but approved making it a mutation, not the other way around. That's why I mentioned buttspeech.

Unfortunately, I didn't think to make it a player trait when making it. The "accent" part just refers to it being, well, an accent. It's currently just a mutation.

Actually, I like Birb's idea of it being a trait. So long as it also comes with the stipulation that you are allow to indiscriminately kill anyone who takes this trait.
