Minor Silver handcuffs don't work as intended

You can make silver handcuffs by dipping regular handcuffs in a beaker of silver. They're supposed to work like regular handcuffs would, but on werewolfs. They don't really work at all, as werewolves can break out of them instantly. This means that sec has no real reasonable nonlethal way to detain a werewolf beyond the port-a-brig, and that's not as cool as special handcuffs.
