Let untiled floors act like shallow pools

If you have one or more untiled floors surrounded by tiled floors, then they should be able to hold a bit more liquid than usual before it spills into tiled floors.

I like the idea but how bad would it tax the system? I definitely notice goonstation seems choppier since fluids were changed, even though I wouldn't change it because glorious things happen. It's still not nearly as bad as the older days.

I don't know code but a way it COULD work is by having tiled floors act like walls to fluids on non tiled floors until the fluid reaches a certain level of units
