If you start with synthetic limbs as a trait, your arms and legs won't be accepted if you smack them with a spy PDA.

Replication steps:
1. Be a spy.
2. Get a quest for your left arm.
3. Saw off your arm and nearly die.
4. Smack the synthetic arm with your PDA.
5. Cry.
