Minor Cloaking Device once again makes it impossible to hear/be heard while active

Oh lord, it's happening again.

Once more activating a cloaking device shrouds you in a field of invisibility so potent, it hides you from sound itself, which means the cries of terror uttered by a person you just whispered "Boo, I am a ghost" to will go unheard.

Also, I don't think people can hear an invisible person either, unless they speak over the radio. I'm not one-hundred percent certain about that one.
Confirmed by third party testimony: Being invisible makes you mute to the visible world

Current work around for this bug is to speak over radio and listen to conversations the same way.

Steps to reproduce:

1. Activate cloaking device
2. Attempt to eavesdrop on a conversation
3. Lament that people are obviously talking but no sound can be heard, unless it's over the radio

If this is from the round i got wrecked and you ended up with my telecrystals
no, we couldn't hear you unless you turned the cloaker off or used comms

I don't know if this is a bug or intended behavior, but I'm pretty sure they also deactivate themselves if you try to put them away in a pocket or belt slot

I really hope this is a bug. I mean pretty sure it is since this was fixed once.

Does it happen with other forms of invisibility as well?
