Backup experimental generators

Okay, through some quick tests I've found that the generators don't seem to act as APCs, serving mainly to charge them.

Against a bombed-but-not-evaporated APC, it'll complain that it can't find an APC and refuse to do anything.

Against an APC with the breaker off, it'll charge it, but won't power anything else in the room.
