the wizard should not require a matchbook or lighter or anything to light the pipe and other smokables, because what wizard cant conjure at least a little flame to light up with

As another kind of staff, how about pocket sized wands?

I can imagine two kinds of wands:

1. Wands that have multiple charges of a certain spell that can be used until the charge is out
   
2. Special Wands that act as staff replacements and reduce cooldowns at the cost of weaker spells
