Here's a stupid but funny idea, perhaps the HOP should be able to control vending machine prices through their office, they can cut prices to extra high or low, (or even free) during times of crises, or just to be a jerk and refund the money into research or something, and play station economy dictator, alternatively they can highjack the prices to extra high to keep people from getting medical supplies or something as traitor.
