I think anyone who is a mentor and/or possessing the beret should be fully aware of the rules and realize that they will be expected to know better. That being said, I personally give more weight to the words that these players say if there's an issue I need to look into. Simply put, I felt that when you wanted to, you could be a good mentor, but you went about with the power without the responsibility. Without a hefty understanding of both, you don't need either.
