I could see the action bar working as something that kicks in a bit after you've gotten eaten enough to start to be effected by overeating. You're getting stuffed, so it's taking you longer to get a bite in but you're able to keep eating. Maybe during this time period, it's also more likely you can puke from damage or obnoxious odors like misama, etc. that will cause you to empty your stomach. Maybe belching helps speed up recovering from this period.
