there is one thing that I can't think of, though: what about people who late-join?

at 10 minutes, say 1 out of every three late joins come in as CentCom commandos, armed with blue jumpsuits, beret's Spaker 12s and some other things to help with the defense of the station. The other 2 out of the 3 come in as normal civilians who can be implanted to join either sec, or the traitors.
