I just wonder - why the increase for the photo rewards? I mean...aren't those usually one of the most easiest to complete?

You can spend a lot of time trying to find the target, taking photos is pretty suspicious to robust players and a 50/50 for T2/T3 is only decent IMO.

It could just upgrade to T2.
