Major Unable to adjust SMES output

While attempting to setup the Solar SMES, I was unable to set their Output level, although I had no issues when adjusting their Input; The prompt would not appear when I tried to adjust the Output.

I experienced this across two different rounds, I also tested another SMES unit (North and South Solars) and the results were the same. Thinking this was just an issue on my end, I had the AI and a human player attempt to adjust the output and they encountered the same issue.
