The main thing which limits the ABCU's use is the fact that it only works out in space, which means either bolting on really awkward additions to the station in out of the way places, or carefully removing sections of the station with an RCD and waving goodbye to that whole atmosphere thing. They're not even that good at rebuilding bombed out areas (because most people do not go around scanning bomb-shaped chunks for the ABCU on the off chance something happens).
