What's the expected interaction here if someone doesn't have an ID (and has a gas mask so is "Unknown")?
What's the expected interaction if their ID doesn't match them (e.g. "Joe McAssistant (as Dick McCaptain)"?)
What's the expected interaction if their ID doesn't have an account? (e.g. had the registered name changed so that it doesn't match the central records, or is an entirely new ID given the wrong name?)
What's the expected interaction if their ID is registered to someone with a record, but it isn't them and they have a gas mask so appear as them?
Just playing devil's advocate here, as a regular AI player on #1 I love the general idea but think some of the weirdness needs exploring.
