A Slight nerf to NO2

There is one of those immobile pressure tanks in the armory, but it doesn't seem to actually work.


I had to release the gas from one of the mobile canisters in order to suppress a riot yesterday. Opening the valve on the big tank should've fed the gas out through the security vents, but it didn't actually seem to do anything.
