Add Sounds to Announcements

I'll say this: Make the noise be not very intrusive. Like, just a small boop or beep that's not very loud.

Adding a separate kind of admin-only announcement probably wouldn't hurt. Could also have it's own noise, or, god-forbid, a customizable noise if an admin's feeling inspired enough to code something like that.

Also, changing the red-alert noise to be different from the Nuke noise is definitely a good idea.
